Default Installing Windows VIA USB

Hey, my friend has a laptop that doesn't have an operating system.
I know it is possible to install via usb, but how?

Every tutorial I have looked through uses cmd or something else.

Make a bootable USB for windows xp, that's how to my knowledge, anything else like 7 you should just be able to select to boot from it when your laptop boots and it should install

Install windows 7 by usb? Assuming you have a usb big enough to hold the windows installer you could just boot from the usb and install.

He doesn't have very many other options.

The ISO is only 3gb
Just making sure that is how it is done

He does it on another computer. He must know someone that has a computer. Otherwise how would he get the win 7 installer onto the usb in the first place.
