You seem to be mis-informed. Your/the sites allowed to use cookies, they just have to be for essential reasons. I.E. a userid cookie, to tell if the user is logged in. That their okay with. However, this law is mostly for ad tracking cookies, where it is completely not essential to use (even though, in reality, it is especially for web developers)
