Would anyone be able to mod this save please?

All perks quest, normal and NPC - To put it short, all.
All items (Armour, weapons, misc, keys etc) and duplicates - Enchanted, normal, NPC and Quest - (About 10 of each item)
A large ammount of gold (1000000000 - Preferably)
All homes decorated,
All quests finished,
All skills level 100,
All spells and shouts available,
All powers (Each character power and quest),
All places unlocked,
Underwater Breathing,
Increased resistance 100 (Disease, poison, magic etc)
magika, health and stamina increased (A smart number like "1000000", not "4543773")
Max carry weight (500000),
Immediate shout cooldown, (One after the other - almost instantly)
Would someone also be able to make another save with these specifications, pre-character creation available?
