Well guys, since I see some questions on a variety of sites about certain things to do with modding and such, I'm going to post a list of F(requently)A(sked)Q(uestions) ( For short; FAQ ).

What platforms are able to be modded?
xBox, PC, PS3 ( Modding the PC version is the easiest way, both xbox and PS3 use the method ).

How do I transfer my savegame to my PC?

How do I mod my savegame when it's on PC?
There's two possible options here, either you request other users to mod it for you ( Free Skyrim Modding Service ). Or you can do it by yourself ( see youtube video );

Is it legal to mod my Skyrim?
Yes, you won't get banned.
( PROOF: Bethesda Supports Modding Skyrim etc )

What is the advantage of modding?
It allows you to do things you just simply can't do playing 'legally'.

What am I able to mod?
Perks, Level, Shouts, Items, Spells, Health, Magica, Stamina.

Is there any Horizon mod tool?
No, there isn't any mod tool, since the PC version itself is a 'modtool'.

technically it is illegal to mod it because you violate their terms of use but you wont get banned

Well, he was right it's against the terms, but you won't get banned. I'll add that link to the corrosponding question.
