Hes wanting someone to make DLC using user made mods so he can play them on the 360.

To the thread poster: What you ask is impossible unless you have a JTAGed console, or unless you know the encryption codes Microsoft uses to seal their DLC files. So in all honesty, unless you have a modded console you cannot do this.
