The voices are in German like his and have the same amount of XP with weapons already bought.

What do you mean?
Use that save, change the language from German to English, and click "Restart Campaign".
It carries over the XP even if you restart the campaign.

I think he wants to be able to buy the Abilities/Weapons (which don't reset when you restart Campaign) for the achievements. (I've tried unless I did it wrong)

Nope, they don't re-lock.
You would have to get someone to either mod your personal save with a Jtag, or get someone to do a clean save and not buy anything.

Your point exactly? Where did I give myself credit....
As for the German part it's not in German....i use the same save I just extracted the rerc.dat from it and replaced it with my save.

idgi that's what i said, i want a clean save with modded xp so i can buy all the guns and get the achievements.
