I Think it means like a devkit account. but it does not work on a retail xbox so that's why i think thats what it means!

Don't mess with it unless you have a dev kit.

Dev kit Account files use different encryption keys. Selecting that flag will encrypt the Account file with the proper key.

This is useful if you want to take a profile off of a dev kit and use it on a retail, or vice versa.
