If its not in the editor, no.. I don't ever get into the Halo Modding so I will ask someone else, but from what I know.. no you can't.

Also, don't go off-topic at other posters, this just causes confusion to the OP, he is asking a question, not the date he joined.

It's possible but was never released publicly.

Commendation modding is impossible. They're all server side. I tried making an editor for commendations when reach first came out.
