Okay so I hit the "unlock all" button on the Gears of War 3 modder without knowing it unlocked some of the developer badges. I do not use them for fear that I will get banned but will this alone save me?

Yup, that's how I got banned, you're going to get perma banned soon.

The answer is yes however luckily for you, you can remove them.
By simply re-opening it in the editor go to the Medal/Ribbon section and find the medals:
EPIC and Gears of War 3 Developer, simply remove them through that.

I am surprised you didn't freeze up in the main menu for modding all of that.
You well get banned, but not console banned, try not to use that account any more.

Thankfully I reset my account back to normal with just the weapon skins. I should be good now right?

Doubt it, they can probably still see that you had it unlocked at some point.
