Most likely it is the same as Beth's previous games.
I did take a look at the save through Hex Workshop but without knowing the details of the save I can't look through it much. I wish I had the game already to test everything myself (or at least the Creation Kit) but I can't.
The modding for this game seems to be simple just at first glance.
