It is a waste because for no money at all ( Assuming you have at least a laptop or a crappy desktop ) he can code and test games that he makes for the PC, You don't need an amazing computer to code.

Your post makes no sense. You can code on the biggest piece of crap you can find but it doesn't mean you can test it in stuff like cry engine.
