I'm looking into getting a racing setup for Forza Motorsport 4, including a wheel and full pedals, along with a short-throw shifter. If anyone around here owns one or has had any experience with them, I was hoping to get some input on which is the best for the price and why.

I Ownly use the Microsoft wireless wheel,
But combined with the kinect head tracking
It creates a great immersive feel to Forza4.
So I would include kinect to your setup.

Find a old car seat at a junkyard and if you can afford the Fanatec CSR Elite wheel no doubt. Comes with a 8 speed shifter and clutch, gas, and brake pedal setup. But it is $500
