I finally broke horizon ♥. You need a extracted gamer profile for this to work as well as a copy on the usb. 1. Drag and drop the profile from your desktop or where ever you put it into horizon cause it to open in the package manager. 2. Using the profle in the device explorer drag that profile to your desktop's back is. Doing this will cause horizon to freeze. Let me know if you need the profile, you can always try this with your own.

I think this was addressed before, and it has to do with the package manager not being meant to accept drag and drop or something.
