So I modded my respect to 49 (it shows up as 50 in game) and it won't let me buy any abilities saying I need lower respect levels?

That's because you actually have to earn the respect to unlock those. Jappi88 from 360Haven has an editor that allows for instance level up, which fixes this problem. I haven't used Horizon's SR3 editor yet so I don't know if it has that. But when you mod respect, do one level at a time, click instance level up, then load the game up and kill a gang member. Rinse and repeat. Tedious but it works

The Horizon editor allows Diamond members to unlock all abilities for purchase so your level won't be relevant if modded.
