So.. you have 2 accounts.
Account 1: 3 x Black Ops DLC Map packs, Halo Maps, Rock Band music songs.
Account 2: Nothing.
Both accounts are linked to your xbox and assigned to your console. You go to your friends house with your HDD(Harddrive) and go to play Account 1 on his xbox OFFLINE to play the Black Ops DLC. What happens? The maps aren't there! The maps are currently digitally signed to your xbox and your account. Not only does the account need to be there, but if you move the harddrive off the registered xbox - you must connect to xbox live for the account to verify this is you and allow you to use the maps.
So, you go to your friends house to play some Rock band songs - Can't play them offline unless you can sign onto your xbox + connect toxbox live. This isn't a problem in most places as Xbox live is available everywhere now, and everyone has high speed just about. But that's how it works.
Also: You have those 2 accounts on your xbox. Friend lets you borrow his account (Account 3) which has a full GoD(Games on Demand) game. You recover his profile and start downloading the 5GB game off Account 3, The download is done and the game can be played. He recovers his account and you can't play that game no more. That's because his account+dlc is linked to his console. You can recover, use microsoft points and download WITHOUT licence transfering and you can use that without his profile and without transfer, but his dlc he's already downloaded is useless to you unless you licence transfer.
Read this before letting anyone licence transfer.. Because remember: if someone licence transfers yoru account, downloads your games and he can play them all offline. Now because your tag is registered to his console, he can play all your maps/dlc offline or online (any account he has) and you can only use those maps/dlc while on your 1 account you downloaded it with and that has to be signed onto xbox live.
Edit: I also believe it's 1 transfer per year.

So, Stevie Rox is banned from Black Ops so I use the map packs from Stevie Rox on NXE Steve which is not banned from xbox live. Now, when I log into NXE Steve because "Stevie Rox" is registered to my console id and everything, i'm able to load up the map packs and playand use them. Now, I let my friend transfer licence from Stevie Rox to his console. When I go to play on my NXE steve account - I can't use the map packs or any DLC from Stevie Rox because the xbox is now registered to another console. So if you have mutiple accounts, etc, and play offline frequently... It's a bad choice,.
