not really sure if thats true.

I have a dynamic ip address here at the house.
I can change that quite easily.

Even if you have a dynamic IP, or if you change your IP address, it will not save you. If you're IP banned, you're also MAC-IP banned, and that's not changeable as far as I am concerned. It's spoofable, but the only ways I know of spoofing it are on the computer only.

So if I put my profile on a friends system or my parents house in another state, does it still use the same ip address??

You could get passed the "Cannot connect to server" message if you do that, but, I'm pretty sure Infinity Ward isn't that stupid enough to not do both IP ban and Account ban, so if you log in at a friends house, it will say you have been banned.

IP ban means anyone at your house cannot play Modern Warfare 3 multiplayer.

Account ban means that account cannot play Modern Warfare 3 multiplayer.
