Horizon uses DotNetBar, a suite of controls for Windows Forms (part of the .NET framework). What type of program are you looking to make? Different languages are better suited for certain types of applications.

BTX is an old convention which more or less completely failed, and never found retail success.

Really the best way to get better is just from practice. I'd suggest constantly having projects to work on. Also, watch lectures on YouTube every now and then. Top notch universities such as Stanford and MIT put some of their lectures on there for everyone to watch.
