well if i new i was getting it i would of. and i didn't really someone around me had one and didn't know what it was. i did so i asked if i could have it (it couldn't play retail games so he thought it was broken lol)

Hm, you may want to have done a little more research before you invested in one..
Neighborhood is Windows shell extension installed with the PC SDK. It is a 360 logo on the desktop and lets you browse your kit's file system. You can transfer items to and forth.
You would use Xex Tool to patch games. Remove the media limits and use the devkit option as well.
A sidecar is just for kernel debugging and DVD emulation. You can play games from the HDD if there is one. Just put it on via Neighborhood and launch it.

No, not unless you need something on there. You have an option to install samples and such during a recovery, but there isn't really anything you probably would consider useful.
