The bannings depend on the game publisher.
If they promote mods, like games like Valve(Left 4 Dead) did, they don't ban you and allow the mods.

Got to think of it this way: If a game is moddable, will you play it more? Some companies see people modding their games as keeping their games alive. What doesn't hurt htem makes their company more popular.
