Would an enchant still be able to be placed on a unique in game item that is already enchanted?

Could my character be given other racial powers or could those be assigned to clothing? I looked at the list of spells in that wiki link and it has some of those listed there. Can some of the spell or enchant effects be increased or decreased? Such as chance of instant kill or the back stab enchant? Can you change limits on powers such as once per day use etc? Thank you for any answers you can provide, it is much appreciated.

Hello, thanks for taking the time to respond to my questions. You were very helpful. I have more questions, lol. I don't have a pc that can run Skyrim. Also, I have the expansion dawnguard. Would that be a problem? And what kind of things are possible with console commands? Is it possible to take say nightingale armor and put different enchant effects on it? Would that item replace the original as a quest reward? Or would I just find it on my character from the start? Or would it be hidden or just placed in a chest some where? Are things possible such as changing the color of something? I am thinking probably not on the color thing.
