Might be a bad burn. But if I remember correctly, when you ISO mod GTA, before you play you need to delete your updates and your save game and start a new, otherwise you would have trouble loading....

FYI, Microsoft isn't charging for used games. It's up to the publisher if they want to, and also, the charge probably won't be full price. Probably about 20$ so the developer can make some money for...
